COMPONENT 5: CONTINGENT EMERGENCY RESPONSE
Component Overview
Contingent Emergency Response (CER), typically implemented through a Contingent Emergency Response Component (CERC), is a rapid-response financing mechanism designed to help governments act quickly when unexpected crises occur, such as pandemics, floods, droughts, or other natural and economic shocks. CER allows existing projects to quickly mobilize funds and adjust procedures so that urgent needs can be addressed without delay. This enables the fast delivery of critical support, including emergency relief, essential supplies (such as personal protective equipment and food), and early recovery activities thus helping to minimize disruptions and protect lives and livelihoods. By using pre-approved arrangements and simplified emergency procurement and financial rules, CER ensures that resources can be deployed immediately when a crisis is declared. However, its effectiveness depends on advance planning, including clearly defined activation triggers, institutional arrangements, and implementation procedures. As a World Bank supported mechanism, CER strengthens disaster preparedness and resilience by ensuring that financing and systems are already in place before a crisis strikes, allowing countries to respond swiftly and effectively when it matters most.

Component Objective
This component will provide immediate response to an eligible crisis or emergency, as needed. As such, in the event of such eligible emergency as defined in the Contingent Emergency Response Component (CERC) annex to the Project Operations Manual (POM), and at the request of the Government, the component would finance emergency activities and expenditures through the reallocation of funds from the project.
